INVITATION TO TENDER

1. Tenders are hereby invited from reputable companies to execute the projects stated below

Lot B1: Rehabilitation/Improvement of water supply scheme at Jeddo Town in Okpe LGA
Lot B2: Rehabilitation/Improvement of Solar Powered water supply scheme at Oha in Okpe LGA
Lot B3: Rehabilitation/Improvement of Solar Powered water supply scheme at Egborode Town in Okpe LGA
Lot B4: Rehabilitation/Improvement of Solar Powered water supply scheme at Ofuoma Town in Ughelli-North LGA.
Lot B5: Rehabilitation/Improvement of Solar Powered water supply scheme at Korobe Town in Warri North LGA.
Lot B6: Rehabilitation/Improvement of Solar Powered water supply scheme at Egbelemeji Town in Warri North LGA
Lot B7: Rehabilitation/Improvement of Solar Powered water supply scheme at Abbi Town in Ndokwa-West LGA
Lot B8: Rehabilitation/Improvement of Solar Powered water supply scheme at Etua-Unor Town in Ndokwa-West LGA

Lot C1: Construction of Two (2) Blocks of 3-Compartment Ecological Sanitary Toilets at Idiare Primary School, Gbokoda in Warri-North LGA
Lot C2: Construction of Two (2) Blocks of 3-Compartment Ecological Sanitary Toilet at Obinomba Grammar School in Ukwuani LGA
Lot C3: Construction of Two (2) Blocks of 3-Compartment Ecological Sanitary Toilets at Umukwata Primary Health Centre (PHC) in Ukwuani
Lot C4: Construction of Two (2) Blocks of 3-Compartment Ecological Sanitary Toilets at Koko Primary Health Center (PHC) in Warri North LGA

2. Tender application forms and documents are to be collected from the Department of Planning, Research and Statistics, STOWASSA, upon payment of the prescribed fees as contained in the mandatory requirement below.

3. MANDATORY REQUIREMENTS
Companies interested in the project are to submit company profiles which must contain the following:
a. Evidence of Registration with the Corporate Affairs Commission (CAC) and current status report of Bidder
b. Evidence of Current Tax Clearance Certificates (TCC) for Three (3) Years
c. Current Tax Clearance Certificate of at least 2 directors or proprietor(s) for a limited company;
d. Company’s audited financial account (indicating turnover) and information over the past 3 years endorsed by a firm of chartered accountants;
e. Evidence of registration with Delta State Contractors Registration Board/DESIR Card.
f. Company’s profile, organogram and resume of relevant key technical staff, including individual attestation of availability. Include copies of professional certificates with seal and endorsement;
g. Verifiable evidence of similar projects previously undertaken, including letters of awards and Completion Certificates within the pass three (3) years; indicate the financial value of these similar projects;
h. Description and list of relevant equipment owned by contractor; include proof of ownership or lease or license over the equipment;
i. Evidence of payment of Tender Fee of N250,000.00 (Two Hundred and Fifty Thousand Naira)
j. Evidence Registration with STOWASSA as a contractor
k. Evidence of payment of Handling fees of N100,000.00 (One Hundred Thousand Naira)
l. Evidence of sworn court Affidavit that all information provided by the company/bidder is true and correct

4. Bidders are advised to visit and inspect project sites before bidding.

5. Standard Bidding Documents are available for purchase at the DPRS department starting 19th October 2026; completed bids must include five physical copies and a flash drive (with an Excel BOQ and PDF documents), with a final submission deadline and public bid opening scheduled for 5th November 2026 at 12noon. The documents must be enclosed in a single sealed envelope, clearly marked with the unique bid invitation number “DELSTOWASSA/2026/Lot (…)” at the top left-hand corner, and addressed to

6. Bidders should note that the Agency is not constrained to accept the lowest bidder or bound to shortlist any bidder, and reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reason thereof in accordance with the Delta State Procurement Act. No late BIDS SHALL BE ACCEPTED.

7. Interested bidders are invited to the pre-bidding meeting scheduled for 11:00 a.m. on 28th October 2026, at Conference Room, Delta State Small Towns Water Supply and Sanitation Agency (STOWASSA), Summit Road, Asaba, Delta State.

8. This advertisement for “Invitation to Tender” shall not be construed as a commitment on the part of the Delta State STOWASSA, nor shall it entitle any company to make any claim whatsoever, and/or seek any indemnity from the agency or from the State Government and/or any of its departments, by virtue of such company having responded to this advertisement.

9. All expenses incurred in preparing “Invitation to Tender” response and all expenses otherwise associated with “Invitation to Tender” responses shall be borne solely by the prospective contractor.
